Barton Oxford LLP starts on site at Barton Park

The Barton Oxford LLP, a development partnership between Oxford City Council and Grosvenor Britain & Ireland (Grosvenor) has celebrated work starting on site at Barton Park today. Work has now begun on constructing the temporary construction access from the A40.

The Barton Oxford LLP, a development partnership between Oxford City Council and Grosvenor Britain & Ireland (Grosvenor) has celebrated work starting on site at Barton Park today. Work has now begun on constructing the temporary construction access from the A40.

To celebrate the start of construction, a ‘ground-breaking’ ceremony took place today, where Councillor Bob Price, Leader of Oxford City Council, and Alex Robinson, Development Manager at Grosvenor, put the first spades in the ground at the site. 


Speaking at the ceremony, Alex Robinson said, “This is a milestone day for the Barton Oxford LLP. We are now on site to build the infrastructure necessary for our selected housebuilder Hill Residential to start building the first homes. I look forward to seeing Barton Park start to take shape over the coming months and the first residents moving in to their new homes in 2017.”

Councillor Bob Price said: “The City Council is delighted to see works starting on site at Barton Park. The planning and preparation for the new development has been a key part of our housing plans and these new homes will provide desperately needed affordable housing for the people of Oxford. We are expecting to have the plans for the first phase of housing by Hill, later this summer. Barton Park will be an example of our ambition to provide high-quality homes that are embedded in a well-connected and sustainable environment.”

Barton Park will provide 885 much needed new homes for Oxford. The first phase of housing development will be delivered by Hill Residential, who will submit a planning application for the first 237 new homes later in the summer. Of these, 40% of the homes, which will be a mixture of apartments and houses, will be affordable housing, which Oxford City Council has agreed to acquire.

Hill Residential will be holding consultation events to discuss emerging proposals on the following dates:

Barton Neighbourhood Centre:
Saturday 16th May - 10am-2pm.

Northway Community Centre:
Tuesday 19th May - 4-7pm.

Hill’s timetable for the delivery of the first homes at Barton Park is:

  • Start on site May 2015 (for construction access and site preparation)
  • Community consultation on housing details for first phase May 2015
  • Start of house building summer 2016 (subject to planning)
  • First residents - 2017

Barton Park

Barton Park is a planned residential-led neighbourhood to the north-east of Oxford. The scheme is a partnership between Oxford City Council and Grosvenor Developments Limited, Barton Oxford LLP. In September 2013 the partnership secured outline planning approval for up to 885 new homes, alongside a new primary school, food store, community hub and a new linear park, and in February 2015, it secured reserved matters planning approval for the public realm and infrastructure works, which lay the foundation for the first phase of development.

In January 2015, Barton Oxford LLP announced that the housebuilder, Hill - crowned Medium-Sized Housebuilder of the Year at The Housebuilder Awards 2014 - has been selected to develop the first phase of new homes at Barton Park. Subject to planning, Hill will start on site, subject to planning, in 2016.

A key objective of the scheme is to ensure that Barton Park integrates with and helps regenerate surrounding neighbourhoods by establishing social and physical connections and promoting social inclusion. The scheme will include the provision of improved links across the A40 at Barton, strengthened pedestrian and cycle links to the centre of Oxford and a network of green routes. A new four hectare linear park alongside Bayswater Brook, which has been designed with the help of the local community, will connect with Play Barton. This green space will include ponds with platforms, bridges, a boardwalk through existing trees on the site, and a jogging trail with fitness stations.

Creating a sustainable community is important at Barton Park and the development will incorporate 20% on-site renewable energy generation and meet a minimum Code

Level 4 of the Code for Sustainable Homes. 40% of the homes built in each development phase will be acquired by the Council as affordable housing.

Key features of the scheme are:

  • Up to 885 new homes, 40% of which will be affordable homes;
  • Retail space suitable for a food convenience store or similar;
  • Two children’s play areas;
  • A linear park, communal gardens and allotments;
  • A new junction onto A40;
  • A potential hotel; and
  • A community hub that comprises:
    A primary school;
    A multi-use games area;
    An adult sports pitch;
    Two junior sports pitches;
    A community sports pavilion; and
    Multi-use community space which will complement the existing community centre.
